If you see that traffic lights are not working you need to treat it as if they are not there and make proper observations before continuing.

Be extra careful for vulnerable road users like pedestrians, cyclists and motorcyclists.

Drive defensively so that you are ready for other people's mistakes and lack of concentration.

If other people are driving poorly, that is the moment when you need to raise your game and be the advanced driver in that situation.
